Conflits, négociation et gouvernance territoriale

À partir du constat d’émergence de nouvelles formes de territorialité, cet article pose le problème de la nature plurielle des conflits territorialisés. À partir du rap-pel des limites de l’économie publique orthodoxe pour penser les processus de construction négociée des territoires, la démonstration porte sur la pertinence d’une approche en termes de gouvernance pour rendre compte de la pluralité des formes et des sources de conflits entre les acteurs locaux. Par cette voie, la notion de pouvoir est alors réintroduite au centre des analyses portant sur les dynami-ques territoriales. Ce détour par la gouvernance et la négociation fournit donc in fine un éclairage nouveau sur le rôle joué par les autorités publiques dans la réso-lution des conflits territorialisés.
Conflicts, Negotiation, and Territorial Governance
Taking into account the emergence of new forms of territoriality, this article raises the problem of the plural nature of territorialized conflicts. Starting from a recap on the limitations of the mainstream public economy to analyse the negotiated construction processes of territories, this article reinforces the relevance of an approach in terms of governance. Such an approach emphasizes the plurality of the different forms and sources of conflicts emerging between various actors involved in a collective public action. In this way, the concept of power is brought back to the centre of economic analyses concerning territorial dynamics. Finally, this approach, using governance and negotiation notions, sheds a new light on the role played by the public authorities in the resolution of territorialized conflicts.
