La gouvernance : débats autour d’un concept polysémique

Le terme de gouvernance vise la prise en compte des interactions entre les dyna-miques transnationales, les logiques nationales et les initiatives locales, tout en considérant la porosité croissante des frontières entre les sphères du public et du privé. La polysémie du terme soulève des débats. Si, selon certains, cette notion est apolitique, d’autres montrent comment elle permet de réintroduire le pouvoir et le politique dans l’analyse économique. Par ailleurs, elle pose en des termes nouveaux la problématique des liens entre État et Marché, tout en tenant compte de cet acteur que constitue la Société civile. Enfin, le débat se focalise sur l’intégration de l’espace dans l’analyse afin de mieux comprendre les imbrications entre le local et le global.
Governance : Discussing a Polysemic Concept
The term of governance allows an analysis of the interactions between global dynamics, national logics and local initiatives. It should also take into account the growing porosity between the public and private domains which generates new forms of public action. The complexity of the term raises many issues of debates. Indeed, although some might consider this notion apolitical, others show that it reintroduces the issue of power and politics in economic analysis. Moreover, it questions in new ways the traditional links between the State and the Market, while involving a third actor, Civil society. Finally, the discussion focuses on the integration of space in economic analysis, so as to better understand the interweaving of the local and the global.
