Réconcilier la France avec elle-même ?

D’un point de vue assez généralement partagé en Allemagne, « la France n’a pas vraiment de politique étrangère ». Et pour cause, comme d’autres nations européennes, la France cherche à traduire aux plans international et européen, une politique inspirée par des impératifs plus spécifiquement nationaux. Au-delà de ce quasi-réflexe d’État-nation, la politique étrangère française se distingue par son aptitude à œuvrer contre ; contre une hyperpuissance américaine dont elle ne tolère pas l’influence débordante, contre le renforcement d’un exécutif européen rendu de plus en plus nécessaire, tant sur le plan interne qu’international, voire, enfin, contre une mondialisation dont elle profite aussi très largement. Dès lors, les mécanismes de l’intrusion d’une identité française en politique étrangère doivent être analysés avec beaucoup de circonspection, tandis que le bilan de son influence à l’échelle internationale et de son action sur la construction européenne laisse pour le moins dubitatif. According to an opinion widespread in Germany, « France does not really have a foreign policy ». And indeed, as many other European States, France seeks to apply on an international and European scale a policy inspired by national interests. Beyond this reflex of nation-State, the French foreign policy is distinguishable from others by its resilience, against the disproportionate and unbearable influence of the American superpower, against the strengthening of the European executive which is becoming increasingly necessary, both on the domestic and on the international level, and also, against a globalization from which France largely benefits. From that moment on, the intrusion of the domestic identity in foreign policy needs to be addresses with caution, whereas the assessment of its influence internationally and its participation in the European construction leaves one dubious.
