Les inspections de l’AIEA : la construction d’un système de sécurité collective

À travers leurs succès, leurs réalisations, les espoirs qu’elles font naître d’un monde où le droit remplacerait l’arbitraire, mais aussi par les échecs qui leur sont imputés et la fragilité de leur action, les inspections de l’Agence internationale de l’énergie atomique (AIEA) sont devenues un symbole des possibilités, des limites et des faiblesses du système de relations internationales créé en 1945 par la Charte des Nations unies. Pourtant, à l’origine, leur objectif était infiniment plus modeste, et c’est l’histoire, surtout celle de la guerre froide, qui en a fait peu à peu l’instrument d’un irremplaçable mécanisme de sécurité collective qui retrouve toute son importance dans le contexte international actuel. Through their successes, their achievements and the hopes they raised of a world where the law would replace the arbitrary, but also through the failures imputed to them and the fragility of their action, the inspections of the International Atomic Energy Agency (IAEA) have become a symbol of the capacities, the limits, and the weaknesses of the international system founded in 1945 by the UN Charter. Originally, their objective was much more limited. Historical developments – the Cold War, in particular – have turned the inspections into the major instrument of a unique mechanism of collective security, that is recovering its full significance in the current international context.
