L’Afghanistan, un paradigme asymétrique relatif

Le conflit en Afghanistan a symbolisé l’entrée de la première puissance du monde sur l’un des nombreux terrains d’une confrontation asymétrique avec un ennemi mouvant et désincarné, confrontation appelée à se prolonger, de mutation en mutation. La « globalité » entraîne en effet la pluralité des réponses et des scénarios, et non leur uniformisation, et ce, par nécessité : devenir imprévisible et adopter une doctrine mouvante au service d’une volonté ferme est la seule réponse du « fort » dans un rapport d’asymétrie. Un retour sur quelques-unes des leçons de l’Afghanistan est intéressant à deux égards : tout d’abord la prise en compte du rapport asymétrique par les Américains et le test de nouveaux modes de combat ; ensuite, la répercussion des « leçons de l’Afghanistan » sur le budget américain de la défense. The Afghanistan conflict symbolized the entry of the first world power in an asymmetric confrontation with an unsettled and unidentifiable enemy, a confrontation which is condemned to last and transform itself constantly. Indeed, « globality », far from inducing a uniform response, entails numerous answers and scenarios, fact which became a necessity : to become unpredictable and to adopt a changeable doctrine in the service of a strong will, are the only answers of the « mighty » in a relation of asymmetry. To analyze some of the lessons of the Afghanistan conflict is therefore interesting in two respects : first, the American acknowledgement of asymmetric relations with other countries and of the test of new combat techniques ; secondly, the impact of these lessons on the American defense budget.
