Endiguer l’isolationnisme interventionniste providentialiste américain

La guerre en Irak de 2003 ne doit pas être considérée comme la simple continuation de celle de 1991, qui correspondait à la manifestation d’une pensée impériale américaine. Or, il existe, depuis le 11 septembre 2001, une accumulation d’indices allant dans le sens d’un abandon du projet impérial au profit d’une reconfiguration, tant idéologique qu’institutionnelle, aux États-Unis. L’émergence d’un projet politique combinant isolationnisme et interventionnisme, et se fondant dans une large mesure sur une idéologie religieuse de type providentialiste, constitue probablement l’enseignement le plus marquant de la guerre en Irak. Les conséquences pour le rapport aux États-Unis en sont considérables et donnent au différend entre Paris et Washington une dimension particulière. The war against Iraq in 2003 should not be considered as the continuation of the Gulf War of 1991, which corresponded to the manifestation of an American imperial thinking. However, since September 11^th, 2001, an accumulation of signs have pointed to the relinquishment of the imperial project, in favor of an ideological and institutional reconfiguration in the United States. The emergence of a political project combining isolationism and interventionism, and largely based on a religious ideology, mainly providential, is probably the most striking lesson of the war against Iraq. Its impact on the relationship between other countries and the United States is considerable and gives a particular dimension to the tensions existing between Paris and Washington.
