L’Allemagne et l’élargissement de l’Union européenne à l’Est

Les processus de transformation profonds que connaissent les pays de l’Europe centrale et orientale depuis 1990 ont changé à la fois les objectifs et les instruments de la politique étrangère allemande, modifiant les fonctions des institutions internationales les plus importantes telles que l’Union européenne (UE). La préservation de la prospérité économique et la sauvegarde de la sécurité ont cédé la place à l’« exportation » de la stabilité. Sur cette toile de fond, la refonte et l’extension de l’UE conjuguent les intérêts les plus importants et les défis les plus grands qui se posent, à l’heure actuelle, à la politique étrangère allemande. L’élargissement de l’UE est ainsi intrinsèquement lié à l’interrogation suivante : quel sera le futur rôle de l’Allemagne en Europe et comment définir les intérêts allemands en Europe centrale ?
Germany and the Eastern Enlargement of the European Union
The profound transformations that the countries of Central and Eastern Europe have been experiencing since 1990 changed both the aims and instruments of the German foreign policy, as well as the functions of the most important international institutions, e.g. the European Union (EU). The preservation of economic prosperity and security has been substituted for the « exportation » of stability. Based on this background, the remaking and the enlargement of the EU combine the most important interests and the greatest challenges that the German foreign policy has to meet today. The European enlargement is therefore intrinsically linked to the following questions : which future for Germany’s role in Europe and how can the German interests in Central Europe be defined ?
