La politique étrangère du Portugal : européanisme, atlantisme, ou les deux ?

L’effondrement du régime autoritaire en 1974 a induit des changements fondamentaux dans la politique étrangère portugaise. Il ne s’est pas simplement agi d’une transition de l’autoritarisme vers la démocratie, mais d’une importante réorientation du pays, alors tourné vers l’Atlantique, vers l’intégration européenne. Auparavant négligée, l’Europe devient un élément structurant et un modèle à suivre dans l’élaboration de la politique étrangère portugaise. Loin d’être incompatible avec les intérêts portugais en dehors de l’Europe, elle accroît la portée et le poids du pays à l’extérieur. L’analyse des lignes principales de la politique étrangère de Lisbonne met en exergue l’interconnexion entre l’européanisme et l’atlantisme (États-Unis et anciennes colonies) et les options qui en résultent pour les Portugais. The downfall of the authoritarian regime in 1974 induced fundamental changes in the dynamics of Portuguese foreign policy. It was not simply a transition from authoritarianism to democracy, but also a major changeover from an Atlanticist orientation towards European integration. Previously neglected, the European dimension becomes a structuring vector and a guideline for Portuguese foreign policy-making. Far from being incompatible with Portugal’s interests outside Europe, this evolution increases the scope of the country’s foreign connections as well as its international weight. The analysis of the general outlines of Lisbon’s foreign policy highlights the interconnection between its European and Atlantic dimensions (United-States and former colonies) and the opportunities for the Portuguese that arise from it.
