Economie politique des intégrations régionales : Une approche historique

L e s a s p e c t s p o l i t i q u e s e t é c o n o m i q u e s d e s intégrations régionales ont été longtemps étudiés séparément par les différentes disciplines, ce qui masquait les interactions entre les causes (et les motivations) économiques et les causes (et les motivations) politiques. En étudiant historiquement ces interactions, il apparaît que 1) la théorie des intégrations régionales oscille constamment entre l’élaboration ou l’évaluation des intégrations économiques et l’élaboration ou l’évaluation d’intégrations politiques 2) ces oscillations reflètent et amplifient la continuelle utilisation des projets d’intégration politique par les acteurs économiques et la continuelle utilisation des projets d’intégration économique par les acteurs politiques 3) sur l’exemple d’une longue période historique on peut voir la succession d’une période politique de blocs, d’une période économique après la fin la guerre f r o i d e e t d’u n e p é r i o d e d e m o n t é e d e s préoccupations sécuritaires. The political aspects and the economic aspects of regional integration were, for long, studied separately by two disciplines. This two-fold approach masked the interactions between the economic factors (and motives) and the political factors (and motives). An historical examination shows that 1) the theory of regional integration constantly oscillates between the elaboration and the assessment of economic integrations and the elaboration and the assessment of political integrations 2) these oscillations reflect and amplify the constant use of projects of political integration by economic agents and the constant use of projects of economic integration by political agents 3) if we take the example of a long historical period, we can see three periods succeeding each other : a political period of blocks ; an economic period after the end of the cold war ; a period of the rise in the anxieties about security.
