Our experience also shows that the establishment of the socialist relations of
production paved the way for the development of the productive forces. The
establishment of the socialist system, however, does not mean that the problem
of developing the productive forces has been solved. The growth of the
productive forces, in addition to being closely linked with the relations of
production, has its specific features and is governed by its own law. It contains
its own contradictions. These contradictions consist in man’s struggle with
nature, in the application of scientific principles and the invention and
utilization of technical equipment, and in the rational utilization of the materials
and labour power. This is why efforts must not be confined to transforming the
relations of production, while nothing is done to develop the forces of
production. The law that the relations of production must be suited to the
nature of the forces of production does not exclude the specific law governing
the growth of the productive forces themselves. The practice of socialist
construction demands that we should energetically develop China’s social
productive forces. This means that we must not only enhance the socialist
consciousness of the working people but also their technical level. It also means
that we must not only have advanced technical equipment, but also advanced
science and technology as well as advanced management method. Only in this
way is it possible for the socialist economy to develop at a faster rate than the
capitalist economy and realize a higher labour productivity.
