Le recensement de 1999 en france : retour sur une expérience pratique de mobilisation étatique

Le recensement de la population en tant qu’entreprise d’État rassemble sous sa bannière des individus et groupes différents engagés et investis dans l’opération en fonction des perceptions qu’ils en ont, de leur niveau de socialisation à l’opération et de leurs propres enjeux. Contrairement à la planification administrative de l’opération, sa réalisation sur le terrain met en relation différents individus qui y investissent différentes ressources contribuant ainsi à façonner le résultat. En même temps, l’opération, qui convoque les différents attributs sociaux des individus, met en scène les rapports complexes que ceux-ci entretiennent avec les différents espaces sociaux administrés par l’État. The population census, a state enterprise, is carried out by diverse individuals and groups, each invested with its specific level of socialisation with the census and perception of it. Contrary to the administration’s planning, the implementation of the census on the field depends upon the relations between individuals who invest their different social resources, which contribute to shape the result. At the same time, the census mobilises social attributes of individuals, therefore engaging the relations that they have with the different social spaces under state control.
